A new Quote based on an existing Request For Quote can be raised from Request For Quote Summary in the Documents page or from the Request For Quote View page:

Select in the dropdown list and Click

A new quote will be created based on your current Request For Quote.  To see more details about Quote management refer to the section Creating a New Quote.
